ELAPAS is the Local Water and Sewerage Company of Sucre. Established on September 2, 1965, through Supreme Decree No. 7309, it was reorganized on November 24, 1972, under DS 10601, and it legally transformed on August 1, 1985, by DS 21021. Since then, it has operated as a decentralized public enterprise of the Municipality of Sucre, with its own legal personality, assets, and autonomy in operational and administrative management, under the supervision of GAMS. Its mission is to provide potable water and sanitary sewerage services to the community of Sucre.

ELAPAS holds a valid Operating License granted by the Authority of Potable Water and Basic Sanitation (AAPS) and registered with the Superintendence of Water of the Republic of Bolivia. It is regulated by the Ministry of Environment and Water, especially concerning water supply and sanitation services.

The legal headquarters of ELAPAS is located in Sucre, Oropeza Province, Chuquisaca Department.
